THE FIVE STANDARDS YOU MUST MEET

1. Heating

Your rental must have a fixed heating device in the main living room that can warm the space to at least 18°C. This doesn’t mean you need an expensive whole-home system. A heat pump, fixed electric heater, or even a properly functioning fireplace in the main living area satisfies this requirement. The key: it must be fixed to the property (not portable) and capable of maintaining 18°C.

2. Insulation

3. Ventilation

Bedrooms, dining rooms, living rooms, and lounges must have openable windows or mechanical ventilation (like an extractor fan) that allows condensation and moisture to escape. Many landlords add simple extractor fans in kitchens and bathrooms to meet this standard.

4. Moisture Control & Drainage

The property must prevent water pooling around foundations and manage moisture ingress through walls and roofs. This typically means gutters are clear, downpipes direct water away from the building, and there’s no visible dampness or mold.

5. Draught Stopping

Gaps around doors, windows, and external walls should be sealed to reduce heat loss. This is often the least expensive standard to meet — weatherstripping and caulk go a long way.
